Juno House Resident Manual
Juno House is a sober supportive housing program provided through the auspices of Gastineau Human Services Corporation. Juno House consists of two separate buildings designed to provide gender specific accommodations. Juno House (Men) is designed to house up to 23 persons, while Juno House (Women) can accommodate up to 10 residents. Residence in either Juno House location is limited to persons who have recently completed Addictions treatment services, or to persons who are currently participating in Addictions treatment services.

Philosophy of Service
The primary goal of Juno House is to provide transitional housing and rehabilitative support for persons seeking recovery from Addiction. Juno House is designed to provide an environment that is alcohol and other drug free while providing recovering persons an opportunity to develop the tools necessary for a responsible lifestyle without the use of alcohol or other drugs. Juno House is designed to respect the dignity of the individual, and to support all persons in obtaining independent living skills. No person shall be discriminated against, or denied participation, on the basis of gender, race, ethnicity, national origin, pregnancy, parenthood, sexual orientation, political belief, or religious affiliation.
It is the philosophy of Gastineau Human Services that recovery is achieved by addressing all aspects of each individual, - physical, intellectual, emotional, and spiritual. It is in support of this philosophy that Gastineau Human Services offers a wide variety of supportive services, including, but not limited to, the following:

Addictions and Mental Health assessment services are accessible to each person entering Juno House, including assessment as ordered by Juneau Alcohol Safety and Action Program (JASAP), Department of Corrections (DOC), the Department of Family and Youth Services (DFYS), Vocational Rehabilitation, or other entities.
Admission and Orientation
Referrals are accepted from Addictions and/or Mental Health treatment programs, the Department of Corrections (DOC), the Department of Youth and Family Services (DFYS), and other social service providers. Self-referrals are accepted, and encouraged. All prospective residents are screened prior to acceptance into residency. Screening will include review of recent Addictions and/or Mental Health assessments, discharge summaries from recent treatment experiences, and other pertinent information. Admission criteria are as follows:
- Age 18 or older, and
- Recent completion of an Addictions and/or Mental Health treatment program, or
- Current participation in an Addictions and/or Mental Health treatment program, and
- Ability to provide daily self care and ability to execute general daily living skills, and
- If diagnosed with a mental illness, a demonstrated ability to remain medication compliant.
Significant mental health issues do not disallow residency; however, a demonstrated history of medication compliance is required. This history can be demonstrated by documentation provided by Juneau Alliance for Mental Health, Inc. (JAMHI), Bartlett Regional Hospital Outpatient Psychiatric Clinic, other social service provider, or private physician.
At the time of admission clients will meet with a Case Manager to discuss individual needs, facility rules, financial arrangements, and to complete admission paperwork. The Case Manager will assign all new residents a room, and introduce new residents to staff and peers. The majority of residents will share a room with one to two peers, and be expected to do so in a respectful manner.
All residents are required to participate in a needs screening within one week of residency. The goal of this screening is to determine supportive services needs. This screening will be conducted by the Case Manager and will encompass review of previous Addictions and/or Mental Health assessments, Addictions and/or Mental Health program discharge summaries, physical or medical needs, social needs, educational needs, independent living skill needs, and employment needs. All residents will be assisted with application for any appropriate benefits, and with coordination with other service providers. The needs screening will be completed jointly with the resident, and will incorporate the resident’s stated and identified needs.
Service Requirements
Counseling and Treatment - Residents must have recently completed an Addictions and/or Mental Health treatment program, or are currently participating in an Addictions and/or Mental Health treatment program. Residents that have completed treatment may be re-referred for re-assessment if relapse behaviors are noted by staff, peers, or other social service providers. Attendance at specific psycho educational classes may be required of all Juno House residents during their residency, specifically HIV and Hepatitis prevention.
House Meetings - All residents will be required to participate in a group house meeting once weekly. This meeting is used as a platform for discussing facility rules, group living concerns, and to seek resident input regarding a variety of issues.
Urinalysis and Other Testing – Residents will be required to participate in monthly, random, urinalysis monitoring. Gastineau Human Services reserves the right to request residents participate in breathanalysis testing at any time during residency.
Financial
A monthly program fee of $350.00 is charged for residency and case management services at the Juno House program. Initial payment is made on a prorated basis and is due at the time of initial residency. The monthly program fee is due on the 1st of each month thereafter. Program fees may be paid at the 24 hour security desk at Glacier Manor. Residents who terminate their participation in the Juno House Program will not be refunded their program fees. Each resident will be required to sign a STATEMENT OF UNDERSTANDING prior to initial residency, and will be expected to abide by the program rules outlined in this manual throughout their residency.
The monthly program fee is due on the 1st of each month and is considered late by 8:00 pm on the 5th. A late notice will be issued to any resident whose program fees are late and the resident will be required to meet with their Case Manager to determine a plan of action. Residents that are unable to pay the entire monthly program fee by the 10th will be issued a notice to vacate the property within 14 days. In the event that the monthly fee is raised, a 30 day notice will be provided to all residents.
All residents are responsible for their own food products, personal hygiene products, and other personal items. A non-refundable key charge of $10.00 is required for each key issued. Bus tokens are NOT provided by Gastineau Human Services Corporation to Juno House residents.
Gastineau Human Services may be used as a personal address for all residents. Mail should be addressed as follows:

Outgoing mail may be placed in the outgoing mail box in the ATCO building, or provided to case management staff for mailing. Incoming mail may be retrieved from the Juno House mailbox in the ATCO building Monday through Friday. Residents should complete a change of address card through the US Postal Service two weeks prior to leaving Juno House to ensure that their mail is not disrupted.
Stamps, envelopes, and other mailing supplies are not available through Gastineau Human Services and should be purchased by the resident through appropriate community outlets. Residents may obtain Post Office Boxes if desired, and Case Management staff may assist residents in obtaining such.
Resident Grievances
Residents should attempt to resolve grievances through informal means to the extent possible. If discussion with Juno House case management staff does not resolve the issue, or if the issue involves a Case Manager, residents may file a grievance with the Clinical Director. Residents should submit the grievance to the Clinical Director on the appropriate form, which should outline the grievance and desired outcome. The grievance form should be placed in a sealed envelope, marked “Juno House Grievance,” and given to Security Staff for delivery to the Clinical Director. The Clinical Director will review the grievance, and act according to Gastineau Human Services policy. Residents may appeal any decision of the Clinical Director to the Operations Director, and any decision of the Operations Director to the Executive Director. The decision of the Executive Director is final and may not be appealed.
Involuntary Termination
Residents may be immediately involuntarily terminated from Juno House for the following actions:
- Use of alcohol and/or drugs on Gastineau Human Services property,
- Violence or threats of violence toward staff or peers, or
- Commission of a crime resulting in incarceration.
Residents may be involuntarily terminated from Juno House, with 30 days notice, for the following actions:
- Use of prescribed medication in any way other than as directed by physician,
- Smoking cigarettes, pipes, or cigars inside of any Gastineau Human Services facility,
- Repeated failure to follow program rules,
- Unauthorized overnight absence,
- Sexual activity, or attempts at sexual activity, between residents,
- Failure to maintain sanitation and/or hygiene standards, or
- Any act or omission that, in the opinion of staff indicates a threat to the safety of residents, or to the orderly functioning of the facility.
Residents provided with 30 days notice will receive notice in writing, and are eligible to receive assistance in locating and obtaining alternative housing.
Confidentiality and Informed Consent
Gastineau Human Services complies with all federal, state, local and contractual obligations relating to client confidentiality and informed consent. The confidentiality of all Addictions and/or Mental Health records maintained by Gastineau Human Services is protected by governing statutes. Gastineau Human Services may not divulge to a person or agency that a resident participates in any treatment program, or disclose any information identifying a resident as an alcohol or drug abuser unless:
- The resident signs a valid consent for release of information, or
- The disclosure is required by court order, or
- The disclosure is made to medical personnel in the event of a medical emergency, or to qualified personnel for audit or program evaluation purposes, or
- In the event of suspected child abuse and/or neglect, or
- In the event that a resident commits, or threatens to commit a crime, at Gastineau Human Services or against any person who is employed by Gastineau Human Services.
Violation of Federal Confidentiality regulations is a crime. Suspected violations may be reported to the United States Attorney in the district where the violation occurred.
Facility Rules and Regulations
Personal Hygiene – Residents are expected to dress with due consideration for the rights of others, and to not wear items promoting substance abuse, violence, or the denigration of others. Laundry facilities are available in both units for resident use, and basic cleaning supplies are provided. All residents are encouraged to maintain their personal grooming at a level that respects the group living conditions at Juno House, and prevents infection or vermin infestation. Indigent residents in need or clothing or personal hygiene items may seek assistance from case management staff. Aftershave, perfume, mouthwash, and other personal hygiene items containing alcohol are not allowed in Juno House. Aerosol containers are not allowed in Juno House and will be confiscated and destroyed if found.
Personal Property – Gastineau Human Services is not responsible for personal items brought into the facility. This includes, but is not limited to, money in any form that is not received by a counselor for deposit in the resident trust account. It is recommended that personal items of high value should not be brought to Juno House, and should be placed in a storage unit or safe deposit box. Bedrooms and personal living area are “off limits” to all residents other than those persons assigned to that area. Gastineau Human Services reserves the right to conduct a room search due to suspicion of contraband, and to prevent the introduction of contraband.
Posters, pictures, and statuary depicting nudity are not allowed to be displayed in the open. Clothing, publications or pictures promoting alcohol and/or other drug use and racial/ethnic/religious disharmony will not be allowed and will be removed.
Conduct – Vulgar language and gestures are not acceptable in the facility. Common courtesy and respect for the rights of others is expected at all times. Residents must conduct themselves in a manner that is not harmful to residents or staff. Sexual contact, or attempts at sexual contact, are not allowed between residents of any Gastineau Human Services program. No sexual contact, or attempts at sexual contact, are allowed between residents and visitors, or between residents and staff (including interns and volunteers).
Use of Tobacco – The use of tobacco is strongly discouraged, and smoking inside of any Gastineau Human Services facility is strictly prohibited due to health risk to others and potential fire hazard. Designated smoking areas are available and should be utilized. Gastineau Human Services reserves the right to become a tobacco-free facility at any time.
Medication – All prescription and non-prescription medication will be kept by Juno House residents, and self-monitored. In exceptional circumstances, medication may be maintained at the security desk and monitored by security staff.
Visitors and Visitation – Visitors are encouraged to visit residents; however, visitors may not be under the influence of alcohol and/or drugs. Gastineau Human Services staff will request that any intoxicated visitor leave Gastineau property. If any intoxicated visitor is driving a car, they will be reported to the Juneau Police Department.
Children under 18 years of age must be supervised by an adult other than the resident, unless written permission from the Clinical Director is obtained. Regardless of age, visitors may not be in resident bedrooms, or any private living area. Visiting hours are from 10:00 am to 9:00 pm seven days weekly.
Quiet Hours – At 10:00 pm each resident must reduce the volume of conversation, stereos, radios, and televisions to a volume level that does not disturb other residents trying to sleep. Complete quiet is expected from midnight to 7:00 am Sunday through Thursday, and from 1:00 am to 7:00 am on Friday and Saturday evenings.
Weekly House Cleaning – All residents are expected to participated in weekly house cleaning. During this cleanup all common living areas will be cleaned, including vacuuming and dusting. Residents will be encouraged to cooperate with each other and to complete all chores.
Fire Safety
Report all fires to Gastineau Human Services staff immediately. Residents noticing a fire must take the following action:
Fire Procedures – Go directly to the fire pull (red boxes labeled fire). Pull down hard on the handle. The alarm will sound loudly through the facility. If the fire is minor, please attempt to control it by using a fire extinguisher. Fire extinguishers are located adjacent to the main entry, and in the hallways leading to bedrooms.
Fire Evacuation Procedures – In the event that a fire is not controllable with a fire extinguisher, follow these evacuation guidelines:
- 1. Evacuate by the safest route – fire evacuation routes are posted in all units and common areas.
- 2. Stay below the smoke.
- 3. Crawl on the follow to avoid breathing smoke.
- 4. Touch closed doors before opening to see if they are hot. IF DOORS ARE HOT DO NOT OPEN.
- 5. If necessary, use a secondary route by evacuating from the bedroom windows.
- 6. Upon evacuation, go directly across the street to the Gastineau Human Services security office and ensure that staff has been notified of the fire.
RESIDENT SAFETY IS THE PRIME CONCERN IN ANY FIRE. RESIDENTS MUST EVACUATE THE BUILDING FOR ALL FIRES OR SUSPECTED FIRES, AND THEY MUST REMAIN OUTSIDE OF THE SECURITY OFFICE UNTIL ALL PERSONS ARE ACCOUNTED FOR.
DISABLING OR TAMPERING WITH ANY FIRE/SMOKE/HEAT/CARBON DIOXIDE DETECTION DEVICE OR ALARM IS AGAINST THE LAW. VIOLATORS WILL BE VIGOROUSLY PROSECUTED.
Human Rights
It is the policy of Gastineau Human Services Corporation that no person shall, because of race, color, national or ethnic origin, gender, age, parenthood, sexual orientation, or religious affiliation or any other federal, state or contractually obligated classification not stated above be excluded from participation or discriminated against in any way. Any resident who feels they have been discriminated against should immediately notify staff for resolution. All allegations of discrimination will be reviewed by the Gastineau Human Services EEO Officer. Documentation of all reported discrimination will go into client and personnel files as required. Residents may also file a complaint of discrimination as follows:
